Фіскальний простір інклюзивного розвитку регіону в умовах фінансової децентралізації: теорія, методологія, практика

Abstract

У монографії розкрито сутність і складові фіскального простору інклюзивного розвитку регіону та здійснено його наукову ідентифікацію. Розроблено методологічний базис пізнання фіскального простору інклюзивного розвитку регіону. Проаналізовано фіскальний простір регіону за показниками доходів та витрат місцевих бюджетів. Проведено діагностику параметрів податкового потенціалу регіонів. Здійснено оцінку фінансової децентралізації як умови розширення фіскального простору регіонів. Розкрито сучасні реалії інклюзивного розвитку регіонів України. Визначено особливості впливу фінансової децентралізації на формування передумов інклюзивного розвитку регіонів. Здійснено моделювання залежності інклюзивного розвитку регіону від параметрів фіскального простору в умовах фінансової децентралізації. Обґрунтовано напрями розширення фіскального простору інклюзивного розвитку регіону. Запропоновано організаційно-економічний механізм фінансового забезпечення інклюзивного розвитку регіону в умовах фінансової децентралізації. Наведено рекомендації щодо мінімізації негативного впливу мегатрендів на розширення фіскального простору інклюзивного розвитку регіонів у стратегічній перспективі. The monograph reveals the essence and components of the fiscal space of inclusive development of the region and carries out its scientific identification. A methodological basis for knowledge of the fiscal space of inclusive development of the region has been developed. The fiscal space of the region was analyzed based on the indicators of local budget revenues and expenditures. The diagnosis of the parameters of the tax potential of the regions was carried out. An assessment of financial decentralization as a condition for expanding the fiscal space of the regions was carried out. The modern realities of the inclusive development of the regions of Ukraine are disclosed. The peculiarities of the influence of financial decentralization on the formation of prerequisites for the inclusive development of regions are determined. Modeling of the dependence of the inclusive development of the region on the parameters of the fiscal space in the conditions of financial decentralization was carried out. The directions for expanding the fiscal space for the inclusive development of the region are substantiated. An organizational and economic mechanism of financial support for the inclusive development of the region in conditions of financial decentralization is proposed. Recommendations are provided for minimizing the negative impact of megatrends on the expansion of the fiscal space for inclusive development of regions in a strategic perspective.
