Державне регулювання лізингових відносин в умовах розвитку ринкової економіки України

Abstract

Дисертація присвячена обґрунтуванню теоретичних, методологічних та практичних аспектів удосконалення механізму державного регулювання лізингових відносин в економіці України. Досліджено сутність та необхідність державного регулювання лізингових відносин. З’ясовано спільні та відмінні риси таких форм прояву лізингу, як оренда і банківський кредит. Проаналізовано зарубіжний досвід державного регулювання лізингових відносин. Досліджено сучасний стан розвитку лізингових відносин з урахуванням впливу на них як зовнішніх, так і внутрішніх чинників. Акцентовано увагу на проблемі придбання об’єкта лізингової угоди, який зазвичай, має високу вартість, тому на практиці лізингові компанії використовують різні комбінації способів фінансування своєї діяльності, серед яких переважають авансові платежі лізингоотримувачів та кредити комерційних банків. В роботі оцінено переваги державної підтримки лізингових відносин. У якості ключового недоліку наголошено на необхідності запровадження мінімального розміру статутного капіталу для лізингових компаній. Обґрунтовано основні напрями державного регулювання лізингових відносин, враховуючи відповідний етап їх еволюційного розвитку. Розроблено модель активізації лізингових відносин з позицій державного регулювання, яка враховує сукупність послідовних заходів державної підтримки на різних ієрархічних рівнях управління.The thesis is dedicated to the argumentation of theoretical, methodological and practical aspects concerning the improvement of the state regulation mechanism of leasings relations in the Ukrainian economy. The state regulation essence and significance as to leasing relations and detected. Common and different features of such forms of the leasings manifestation as the rent and banking credit are cleared up. The foreign experience dealing with the state regulations is scientifically analyzed. The present – day situation of the development of leasings relations is examined taking into consideration the external factors. Issues of the day dealing with the purchase of the leasings agreement objects, having a high price, by leasings companies are ascertained here. That’s why the leasings companies practically use different ways of financing of their activities, with predominance of payments on account of leaseholders and credits from commercial banks over others. Advantages of the state assistance and support as to the leasings relations are astimated in dissertation. The accent has been made on the key disadvantages concerning the necessity in the implementation of the minimum size of the statutory capital for leasings companies. Main directions of the state regulations in leasings relations are grounded taking into consideration their evolutional development. The activisational model of leasings relations created taking into account the step – by step measures of the state support at different levels of the management hierarchy.
