Етапи становлення кримінально-правової охорони державної таємниці за часів СРСР

Abstract

Досліджено історична періодизація становлення кримінально-правової охорони інформації, яка становила державну таємницю за часів СРСР. Автор узагальнив види інформації, за розголошення якої передбачалася кримінальна відповідальність в розглянутий історичний період. У статті розкриті види інформації, яка за своєю суттю становила не тільки державну, але також і військову таємницю, а також інформацію, яка була пов'язана з державною політикою і була секретною. Також автор проаналізував структуру і діяльність державних органів, завданням яких була охорона секретних відомостей. The article highlights the historical periodization of the criminal-legal protection of the secret state information in the times of the USSR, in particular the early period of its creation. The author has summarized the types of information, the disclosure of which envisaged criminal responsibility in the historical period under consideration. The article reveals the types of information, which can be regarded not only as state secret but also as a top military secret, and the information connected with the secret state policy. The author considers in detail the structure and activity of the state governmental bodies, whose task was to protect secret information.
