Природа кооперативної взаємодії влади та опозиції в умовах лібералізації політичного режиму (на прикладі Польщі та Угорщини)

Abstract

В статті на основі інституціонального підходу вияснено природу кооперативної взаємодії влади та опозиції в Польщі та Угорщині на етапі лібералізації політичних режимів. Мотивацією до зближення позицій сторін під час “круглих столів” автор вважає збільшення власної користі та зменшення трансакційних витрат в умовах наростання політичного конфлікту.The nature of institute of cooperative interaction between government and opposition during the liberalization in Poland and Hungary is clarified in the article on the basis of the rational choice theory and theory of conflict. The motivation for cooperation between government and opposition in these countries was based on increasing their own benefit and reducing transaction costs in terms of the active phase of political conflict. One of the main reason of the conflict was the necessity of power resources redistribution in favor of the opposition. A common feature of the Polish and Hungarian opposition was an attempt to position themselves as a political force, which distanced themselves from the power and at the same time tries to find the understanding. "Round tables" became as a formal institution in which were agreed temporary and long-term rules of "political game". The opposition strengthened its legitimacy and became an agent of institutional changes through institutions of cooperative interaction with government. These institutions recorded the balance of power, posed new transition coordinate system for political actors and determined the trajectory of political changes and political development.
