Адміністрація Європейського Союзу крізь призму його бюджету

Abstract

Розглянуто зміст і структуру адміністративної діяльності Європейського Союзу (ЄС). Усі адміністративні видатки ЄС пропонується розділяти на дві групи: типові та специфічні (нетипові). До перших належать видатки, характерні для усіх інституцій, до других – особливі видатки, зумовлені специфікою діяльності кожної з них. Дано характеристику обох типів адміністративних видатків. Особлива увага приділяється специфічним видаткам Європейської комісії, які є досить строкатими за спрямуванням, що зумовлено широтою обов’язків цієї інституції. Розкрито особливості бюджетно-фінансового забезпечення адміністративних потреб ЄС.

Concept and structure of administrative activities of the European Union (EU) are examined. It is proposed to divide the administrative expenditure of the EU into two groups: typical and specific (untypical). Former group reflects expenditure that are proper to all EU institutions, second – specific expenditure conditioned by the specific activities carried out by each of the institutions. Both types of administrative expenditure are described. Peculiar attention is paid to specific expenditure of the European Commission. They are the most variegated because of the wide spectrum of responsibilities of this institution. Peculiarities of the budgetary provisions of the EU administrative needs are revealed.
