Інститут місцевого самоврядування у Швеції: наочні наслідки послідовних реформ

Abstract

У статті досліджується суть системи місцевого самоврядування у Швеції, яка побудована на системі реформ та компромісів, що на сьогодні послужили базисом для формування авторитетної у цілому світі так званої «шведської моделі» місцевого самоврядування, досвід якої може бути використаний Україною для розвитку та удосконалення інститутів місцевого самоврядування. The article reveals the essence of local government in Sweden, which is built on a system of reforms and compromises that now served as the basis for the formation of a respected worldwide "Swedish model" of local government. Thus, we can say that the organization and operation of the Swedish local government, of course, belongs to the «best practices» and as such deserves attention and usage in the construction and improvement of local government institution, including transition countries, to which Ukraine now belongs. The novelty of the study is problematic issue in our own vision of the positive experience of the Swedish model of local government with its characteristic features, which can be considered in the context of local government reform in Ukraine. During the survey, positive results were achieved and we can say that the success and effectiveness of local governments in the country depends on numerous reasons. Firstly, on a clear understanding of both the state and society of absolute fact, that local issues can and should be addressed to the local government, not to the state authorities; secondly - on a strict compliance with the principle of unity of powers and resources; third - on openness, transparency and accountability of decisions and actions of the local governments.
