Фінансово-господарський механізм закладу дошкільної освіти

Abstract

У статті проаналізовано різні наукові проблеми щодо дослідження дефініцій фінансового механізму закла-ду дошкільної освіти. На основі аналізу наукової літератури висвітлено змістове наповнення сутності фінан-сово-господарського механізму закладу дошкільної освіти. Автором проаналізовано різні підходи до визначення понять «фінансування», «механізм», «фінансовий механізм», «господарський механізм». З’ясовано, що під фінан-совим механізмом розглядають сукупність умов, форм і методів створення, розподілу і використання фінан-сових коштів установами й органами управління освітою з метою забезпечення сприятливого становища для розвитку системи освіти. Розуміння фінансово-господарського механізму має на меті забезпечення система-тичного надходження й ефективного використання фінансових ресурсів, дотримання розрахункової і кредитної дисципліни, досягнення раціонального співвідношення власних і залучених коштів, фінансової стійкості з метою ефективного функціонування закладу, а господарський механізм означає певний спосіб організації і функціону-вання економічної життєдіяльності країни, галузі, підприємства, а отже, і навчального закладу. Господарський механізм можна визначити як спосіб господарювання, сукупність форм, методів та інструментів управління. Досліджено, що для ефективного фінансування закладів дошкільної освіти потрібні добре вдосконалена система планування і техніка розподілу бюджетних коштів. Визначено, що формами фінансування державою закладів дошкільної освіти є: пряме фінансування на основі кошторисної вартості або нормативів; додаткові асигнування за окремими програмами, заходами; дотації або субвенції з метою вирівнювання диспропорцій між територіями; фінансування специфічних програм. З огля-ду на власні міркування та наукову літературу автором обґрунтовано, що фінансово-господарський механізм складний і утворює єдність таких взаємопов’язаних між собою елементів (підсистем), як економічний, правовий і організаційний.Досліджено, що фінансово-господарський механізм складний і утворює єдність таких взаємопов’язаних між собою елементів (підсистем), як економічний, правовий і організаційний.The article analyzes various scientific problems related to the study of definitions of the financial mechanism of preschool education. Based on the analysis of the scientific literature, the content of the essence of the financial and economic mechanism of the preschool institution is highlighted. The author analyzes different approaches to the definition of «financing», «mechanism», «financial mechanism», «economic mechanism». It was found that the financial mechanism considers a set of conditions, forms and methods of creation, distribution and use of funds by institutions and education authorities in order to ensure a favorable position for the development of the education system. Understanding of the financial and economic mechanism aims to ensure the systematic receipt and efficient use of financial resources, compliance with settlement and credit discipline, achieving a rational ratio of own and borrowed funds, financial stability in order to effectively operate the institution, and the economic mechanism means a certain way of organization and functioning of the economic life of the country, industry, enterprise, and hence the educational institution. The economic mechanism can be defined as a way of managing, a set of forms, methods and tools of management. It is investigated that a well-improved planning system and budget allocation technique are needed for effective financing of preschool institutions.It is determined that the forms of state financing of preschool education institutions are: direct financing on the basis of estimated cost or standards; additional allocations for individual programs, activities; grants or subventions to equalize disparities between territories; funding of specific programs.
