Сутність, призначення та правове регулювання громадського фінансового контролю

Abstract

У статті доведено, що проблеми у фінансовій системі України на її сучасному етапі розвитку не в останню чергу обумовлені недосконалістю контролю у даній сфері. Зауважується, що розбудова України як демократичної держави вимагає активної та глибокої взаємодії інститутів публічної влади з інститутами громадянського суспільства з основних питань суспільного життя, в тому числі щодо формування та реалізації фінансової політики. Акцентовано увагу, що громадський контроль при цьому є одним із тих інструментів, засобів, що спонукає до такої взаємодії, активізує та розвиває її. У зв`язку із цим досліджено сутність та призначення даного контролю, звернено увагу на стан його правового закріплення.The study shows that a number of problems in the financial system of Ukraine at its current stage of development are due to the imperfection of control in this area. The author argues that the development of Ukraine as a democratic state requires active and intensive interaction of public authorities with the civil society institutions regarding the main issues of public life, including the formation and implementation of the financial policy. Public control in this sphere is one of those tools or means that encourages such interaction, stimulates it. The essence and purpose of this control have been investigated with an emphasis on the level of its legal support. The development of public control in the financial sector is a necessary step towards building up democracy in the state of Ukraine, which is based on a strong civil society. The author states, that it is necessary, first of all, to ensure the control with the relevant legal and regulatory framework, as well as to establish constructive interaction between government authorities and representatives of the civil society.
