Принципи державного управління та їх сутність

Abstract

В статті здійснено спробу розкрити сутність основних принципів державного управління. Визначено, що реформування системи державного управління в Україні повинно здійснюватись на основі досвіду високо розвинутих країн Європейського Союзу. Ширше ознайомлення науковців, державних службовців та широкої громадськості з нормами Європейського права, досвідом роботи країн-учасниць ЄС дозволить швидше суттєво підвищити ефективність як державного управління так і місцевого самоврядування. The article makes an attempt to reveal the essence of the basic principles of state administration. The author claims that in view of the negative experience of continuous offensive brutality and cruelty and the dominance of criminal structures in the society, we have to recognize that neither economy nor the political stability can develop properly until both the basic principles of management and the basic principles of human relationships observe the moral and ethical standards. Extensive familiarization of scientists, government officialsand the general public with the norms of European law, experience of EU states can provide further opportunities to increase significantly the effectiveness of both public administration and local self-governing in Ukraine. The author states that to achieve the desired results it is necessary to overcome fragmentation, voluntarism, to unify personnel management and thereby to createa system of public service staffing corresponding to the European standards and draws the conclusion that itis under this condition only that the successful solution of social problems at territorial level and, accordingly in the country may become possible.
