Проблема соціально-професійної мобільності сучасного фахівця у контексті реформування системи вищої освіти

Abstract

У статті здійснено дослідження основних нормативно-правових актів, що законодавчо обґрунтовують необхідність формування соціально-професійної мобільності у сучасних високопрофесійних фахівців. Проаналізовано державну програму «Освіта», Закон України «Про професійно-технічну освіту», положення Кабінету Міністрів України «Про затвердження Положення про порядок реалізації права на академічну мобільність» та Національну стратегію розвитку освіти в Україні на 2012-2021 роки. Зроблено висновок щодо формування психолого-педагогічного феномену соціально-професійної мобільності як умови для повноцінного дотримання вказаних нормативно-правових документів. The professional experience is one of the basic values of humanity. In a changing social and professional environment a person should skillfully adapt to new conditions of life and profession activity. Based on the updated state requirements to national educational and scientific personnel there is necessity of forming a high level of social and professional mobility. The paper describes the study of basic legal acts that legally justify the need for the formation of social and professional mobility in today's highly specialists. The State Program "Education", the Law of Ukraine "On Vocational Education", the provisions of the Cabinet of Ministers of Ukraine "On Approval of the Procedure of the right to academic mobility" and the National Strategy for the Development of Education in Ukraine for 2012-2021 years are analyzed. The implementation of new educational legal documents in the field of education is closely linked to self-identity, which can’t be achieved without a prevailing phenomenon of social and professional mobility as features of each active personality and specific characteristics of the information society in Ukraine. The conclusion on the formation of psycho-pedagogical phenomenon of social and professional mobility as a condition for full compliance with these legal documents is made. The aspects for further research is to build a model of social and professional mobility , a description of its implementation and the development of guidelines to teachers on the formation of said psycho-pedagogical phenomenon while studying at university.
