Форсайт-методологія під час формування середнього класу в регіоні

Abstract

У статті розкрито сутнісні особливості форсайт-методології в процесі формування середнього класу в регіоні. Мета статті – визначити форсайт-методологію як складовий інструмент формування середнього класу в регіоні та надання пропозицій із покращення дій щодо розвитку досліджуваного явища. Представлено, що результат формування стратегії має включати систему заходів реалізації стратегії, робочий план («дорожня карта»), розрахунок очікуваного ефекту. Констатовано, що дослідження цієї проблеми через методи та підходи наукового пізнання є основою для створення належного регулювання процесу формування середнього класу крізь призму суспільно-географічних передумов. Проведений аналіз дав підставу представити дії щодо формування середнього класу на рівні держави та регіону з урахуванням сучасних умов розвитку держави. Установлено, що для формування середнього класу на рівні регіону мають бути розроблені норми, які спрямовані на реформування місцевого самоврядування та розробляються науково-практичні рекомендації щодо визначення основ і завдань для запровадження цілей формування середнього класу. The essential features of the foresight methodology in the formation of the middle class in the region are described in the paper. The purpose of the article is to study foresight methodology as a constituent tool in the formation of the middle class in the region and to provide suggestions for improvement of actions in relation to the development of the phenomenon under study. It is presented that the result of strategy formation should include: a system of measures for the implementation of the strategy, a work plan («road map»), the calculation of the expected effect. It was stated that the study of this problem through the methods and approaches of scientific knowledge is the basis for proper regulation of the formation of the middle class through the prism of socio-geographical preconditions. The analysis allowed to present actions on the formation of the middle class at the level of the state and the region taking into account modern conditions of development of the state. It has been established that in order to form a middle class at the regional level, the regulations aimed at reforming local selfgovernance should be elaborated, as well as scientific and practical recommendations should be developed regarding determination of the basics and objectives for implementation of the goals aimed at formation of the middle class.
