Спеціально-кримінологічне запобігання насильницьким злочинам щодо неповнолітніх

Abstract

У статті проведено аналіз спеціально-кримінологічного запобігання злочинності щодо неповнолітніх. Зроблено висновки щодо визнання кримінально-процесуальним кодексом, особливостей досудового та судового слідства у справах за участю неповнолітніх підозрюваних, обвинувачених, підсудних. Визначена перспектива подальшого запобігання вчиненню насильницьких злочинів щодо дітей та напрямкам діяльності служб та органів у справах неповнолітніх. In contrast to the general social programs aimed at improving the economic situation, culture, health care and education, special criminological preventive measures are intended to control crime (without using repressions).The article analyzes the problem of preventing violent crimes against minors in the scientific literature and reveals the insufficiency of its theoretical framework. It is concluded that the prevention of committing violent crimes against children should become the leading area of activity for all services and the agencies on the juveniles. For this purpose it is necessary to establish and maintain a clear register of the families with negative moral and legal characteristics, and search for the ways to influence such families; to identify and keep a record of all the cases of violence against minors; to work with children who are left without parents or are neglected by them; to organize and conduct special classes for minors where to teach them how to protect themselves from the acts of violence; constantly inform the public about the crimes, the victims of which are minors; involve psychologists and teachers into preventive activities; responsibly and carefully carry out the selection of personnel working directly with children.
